Job Description:
Responsibilities Representing the breadth of professional and
personal diversity, NSA STEM Technical Leaders bring vision,
innovation, and passion for solving unique problems that protect
our Nation daily. These leaders have experience with advanced
technologies, collaboration, and moving ideas from requirements to
implementation. In the government and in today's ever changing
technology environment, STEM Technical Leaders (STEMT TLs) have to
be more adaptable, relatable and innovative. STEM TLs have to
choose what information they keep and what information they take
action on. STEM TLs have to evolve more rapidly than ever, and
address the most pressing workforce challenges highlighted during
the post COVID era (i.e., game changing technology to provide
intelligence advantage). STEM TLs drive technical decisions,
architectural design discussions, and systems integration within
the context of their technical specialties coming from a full
spectrum of backgrounds such as software development; systems
engineering; architecture; electrical engineering; cryptography and
cybersecurity engineering; networking; Nuclear Command, Control and
Communication (NC3); cyber defense consulting; National Leadership
Command Capabilities (NLCC); DoD Command and Control (NC2),
innovation of critical and emerging technologies, and many more.
They use their extensive experience leading advancements in
technology, which may be at a project or organizational level, to
influence technical direction. Although primarily technical, STEM
TLs will possess skills to mediate alternative Course of Action
discussions, negotiate strategic direction, and drive innovation
across a variety of levels. These leaders know how to interpret
senior leadership guidance and direction, and translate it into
actionable plans, requirements, and strategies. STEM TLs have
proven experience delegating resources and tasks as well as,
transforming ideas into operational capabilities. While STEM TLs
may or may not serve in a supervisory capacity; they will bear the
responsibility of leading, mentoring, and developing the next
generation of technical experts. In vertical or horizontal teams,
STEM TLs push frontiers to advance the NSA mission to gather
signals intelligence and protect our Nation's Defense Industrial
Base and critical infrastructure. These leaders are adept at
working across organizations with competing priorities to build
consensus to achieve mission outcomes. These leaders actively
engage in diversity, equity, inclusion and accessibility efforts to
advance NSA's mission; show respect and appreciation for the unique
skills, knowledge, abilities and perspectives of all colleagues;
and, model inclusive behavior that enables everyone to contribute
their fullest to the mission. Job Summary STEM Technical Leaders
have expertise in one or more STEM disciplines and have developed a
deep subject matter expertise, more broadly applicable skills
(accountability, creativity and innovation, decisiveness,
flexibility, influence, communication, partnering, planning,
evaluating, problem solving, resiliency) or some combination of
both, that enable them to be successful in advising, leading and/or
performing STEM related efforts. The efforts can include leading
technical projects, programs, research or workgroups; delivering,
defending and explaining technical analysis & direction; building
and motivating teams; and supplying timely, accurate, and relevant
information to assist senior leadership, customers, or management
in making decisions. STEM Technical Leaders may be assigned to
technical positions according to their domain expertise, their
broadly applicable skills or both in coordination with their
interests and agency needs. The range of STEM domain knowledge
needed by the agency is incredibly broad. Some examples include:
computer coding; modeling and simulation; data gathering;
instrumentation; computer, architectural, electrical, mechanical,
structural, systems and facilities engineering; computer,
microelectronics, radio frequency design; and many more.
Qualifications The qualifications listed are the minimum acceptable
to be considered for the position. Degree must be in Computer
Science, Engineering, Physical Science, Mathematics, or a related
STEM technical field (e.g., Computer Security, Networking,
Information Technology, or Computer Information Systems). For
engineering degrees, if program is not ABET EAC accredited, it must
include specified coursework in at least 5 of 18 subject areas in
Engineering & Physical Science. Relevant experience must be in
leading technical projects, research or workgroups; technical
analysis. Must have demonstrated experience as a subject matter
expert (SME) within the technical discipline related to the
position in which the candidate is applying. SENIOR For Engineering
& Physical Science, Mathematics, and Cryptanalysis disciplines,
entry is with a Bachelor's degree plus 6 years of relevant
experience, or a Master's degree plus 4 years of relevant
experience, or a Doctoral degree plus 2 years of relevant
experience. For Computer Science, Cyber, and Networking &
Telecommunications, entry is with a Bachelor's degree plus 6 years
of relevant experience, or a Master's degree plus 4 years of
relevant experience, or a Doctoral degree plus 2 years of relevant
experience. An Associate's degree plus 8 years of relevant
experience may also be considered for individuals with in-depth
experience that is clearly related to the position. EXPERT For
Engineering & Physical Science, Mathematics, and Cryptanalysis
disciplines, entry is with a Bachelor's degree plus 9 years of
relevant experience, or a Master's degree plus 7 years of relevant
experience, or a Doctoral degree plus 5 years of relevant
experience. For Computer Science, Cyber, and Networking &
Telecommunications, entry is with a Bachelor's degree plus 9 years
of relevant experience, or a Master's degree plus 7 years of
relevant experience, or a Doctoral degree plus 5 years of relevant
experience. An Associate's degree plus 11 years of relevant
experience may also be considered for individuals with in-depth
experience that is clearly related to the position. Competencies

accessibility requirements Pay, Benefits, & Work Schedule Pay:
Salary offers are based on candidates' education level and years of
experience relevant to the position and also take into account
information provided by the hiring manager/organization regarding
the work level for the position. Salary Range: $129,239 - $191,900
(Senior, Expert) Salary range varies by location, work level, and
relevant experience to the position. This position is hiring for
Maryland, Colorado, Georgia, Texas, and Utah locations. While
hiring may occur at any of the locations, the majority of the
hiring occurs in Maryland (80%). On the job training, internal NSA
courses, and external training will be made available based on the
